A recap of procurement activity in the SLED Health and Human Services market in June 2019.

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market in June experienced a 22% decrease compared to solicitations in May. The two biggest primary requirements in June remained the same from the previous month: Health Services and Professional Services. Following these, solicitations for Medical and Scientific Equipment, Social Services, and Architecture, Engineering and Construction were similar in numbers. The smallest primary requirements in June were Information Technology, and Operations and Maintenance. Each requirement experienced a slight decrease in bids, reflecting the overall lower amount of solicitations.

Notable Solicitation Releases

•            The New Mexico Department of Human Services released a request for proposals (RFP) for HHS 2020 Medicaid Enterprise Financial Services. The agency is seeking a vendor to configure, provide, and operate the Financial Services (FS) module of the state’s Medicaid Management Information System Replacement (MMISR) solution. The anticipated value of this opportunity is between $2 million and $5 million. According to the RFP, the resulting contract will have a four-year base term, with four one-year renewal options. An optional Pre-Proposal Conference will be held on July 10 in Santa Fe, while Questions are due on July 17 and Proposals are due on August 26, 2019.

•            The New Jersey Department of the Treasury, on behalf of the Department of Health, released an RFP for Electronic Benefits Transfer (EBT) for Women, Infants, and Children (WIC). The agency is looking to contract with a vendor for design, development, implementation, operation, and maintenance of an integrated EBT system. The estimated budget for this project is between approximately $750,000 and $2 million. The projected contract term is five base years, with five one-year renewal options. Proposals are due on September 12, 2019.

•            The Louisiana Division of Administration, on behalf of the Department of Health and Department of Children & Family Services, released an RFP for Maintenance, Operations, and Enhancements (M&O) of the Integrated Eligibility System (IE). The agency is interested in a vendor to enhance the IE system, which covers several benefits programs, including Medicaid, SNAP, TANF, and disaster welfare. The anticipated budget for this opportunity is between $5 million and $10 million. According to the RFP, the resulting contract will have a three-year base term and one two-year renewal option. Proposals are due on August 6, 2019.
