Deltek Pulse: Health and Human Services Month in Review, January 2019

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market in January experienced a 362% increase compared to December’s solicitations. This significant jump is due to the Universal Service Administrative Company (USAC) releasing solicitations for network equipment, facilities, and professional services for its Rural Health Care Program in thousands of cities, towns, and counties across the U.S. As a result, the number of solicitations for Information Technology skyrocketed from the previous month, making IT the top primary requirement in January. Although not as significant in numbers, other top requirements for January were Health Services and Professional Services. These were followed closely by solicitations for Social Services, Medical and Scientific Equipment, Architecture, Engineering and Construction, and Operations and Maintenance. Overall, solicitations for each primary requirement increased from the prior month.  

Notable Solicitation Releases

•            The Virginia Department of Social Services released a request for proposals (RFP) for a Child Welfare Case Management System (CCWIS). This system will support the agency’s COMPASS program, a recently launched initiative to equip child welfare workers and local agencies with 21st century technological tools. With this RFP, the agency is specifically seeking a vendor to implement a case management system that will replace the state’s existing child welfare information systems. Based on similar projects, the estimated value of this opportunity is between $5 million and $15 million. Questions are due on March 1 and proposals are due on March 11, while vendor demonstrations will be held in May, 2019.

•            The Florida Agency for Health Care Administration released an invitation to negotiate (ITN) for Integration Services and Integration Platform (IS/IP) services to support the state’s Medicaid infrastructure replacement project. The agency is seeking a vendor to provide the foundational services and platform for the state’s transition to a modular Medicaid system, which will be known as Florida Health Care Connections. Based on state funding for this project, the estimated value of this opportunity is $115 million over five years. Proposals are due on March 27, 2019.

•            The Utah Department of Administrative Services, on behalf of the Department of Health, released an RFP for Smart Card Electronic Benefits Transfer (EBT) Quality Assurance Services for the Women, Infants, and Children (WIC) program. The agency is seeking a vendor to assist with WIC’s conversion to a smart card technology-based system for delivering benefits. Based on similar projects, the anticipated value of this opportunity is between $1 million and $2 million. Questions are due on February 12 and proposals are due on March 12, 2019. 

•            The Delaware Department of Health and Social Services released an RFP for an Electronic Medical Record (EMR) Replacement. The agency’s primary goal is to procure and implement software to support clinical services and administrative processes. More specifically, they are seeking a system that will support improvements to the clinical process flow and interoperability among Public Health agency programs, as well as eliminate the need for duplicate data entry. Based on similar projects, the estimated value of this opportunity is between $1 million and $3 million. Questions are due on February 6 and proposals are due on March 7, 2019.

Notable Awards

•            The Ohio Department of Administrative Services, on behalf of the Department of Job and Family Services, has awarded a contract to Systems and Methods for a Child Support Payment Central Refresh. The initial term of this contract is effective through June 30, 2019. Based on the incumbent contract, the anticipated base value of the new contract is between $10 million and $20 million.

•            The Arizona Health Care Cost Containment System has awarded a contract to Crisis Response Network for Serious Mental Illness (SMI) Eligibility Determination. The initial contract term is from January 1, 2019 through September 30, 2021, with two one-year renewal options. Based on similar projects, the anticipated value of this contract is between $10 million and $15 million.
