SUMMARY:The Information Technology Acquisition Center (ITAC), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), has continuing requirement for Information Technology (IT) support services under a recompete of EAGLE.
BACKGROUND:
Support services represent a significant portion of the DHS's IT budget and are currently provided through a disparate collection of acquisition methods, including Component-centric contracts, task orders against General Services Administration (GSA) schedules and Government-wide Acquisition Contracts (GWACs), and InterAgency Agreements. The establishment of a consolidated portfolio of broad scope, multiple-award IT supports service contracts that are available for use throughout the Department is considered a primary ITAC objective. The EAGLE Program will support the DHS goal of a functionally integrated Department, demanding integrated methods of operation among and between the various Components with the IT support systems that enhance mission effectiveness and create economies of scale through consolidation. The contract-level service descriptions are intended to provide sufficient scope and flexibility to meet a comprehensive range of potential agency requirements. Specific requirements will be identified and defined at the task order level. The EAGLE contracts will be technology neutral in order to keep pace as new technologies, standards, policies and procedures are identified.REQUIREMENTS:

07/15/2011 - The Contracting Office issued an update on July 15, 2011. The Contracting Office stated that it anticipates that notifications will be provided to Offerors by the end of the Fiscal Year 2012 First Quarter.
06/14/2011 - The Contracting Office stated that they are still evaluating the Proposals and do not currently have an estimated Award Date. 05/05/2011 - The Contracting Office stated that it is conducting a thorough evaluation of the submitted Proposals and that a timeframe for making an Award is unavailable. William Thoreen remains a point of contact for this requirement.
02/16/2011 - The Contracting Office confirmed that Proposals have been collected and are under review. A timeframe for making an award is currently unavailable.
01/21/2011 - The Contracting Office released Amendment #4 on January 21, 2011. The purpose of this Amendment is to provide revisions and clarifications to the Solicitation. Proposals remain due no later than February 16, 2011.
01/18/2011 - The Contracting Office released Amendment #3 on January 18, 2011. The purpose of this Amendment is to provide Questions and Answers and revisions to the RFP. Amendment #3 also extends the due date for submitting Past Performance Questionnaires until 2:00 PM EST on February 16, 2011. Proposals remain due no later than February 16, 2011.
01/10/2011 - The Contracting Office released an Amendment/Modification on January 10, 2011. The Purpose of this Amendment is to respond to vendors' questions regarding the RFP submitted by the November 15, 2010 deadline. Vendor questions will be answered in two (2) subsets. This Amendment, includes responses to the first subset of questions. Responses to the second subset will be released on or about January 14, 2011. The Amendment also clarifies the inbox to submit past performance questionnaires. Proposals for the unrestricted portion remain due by February 16, 2011.
12/27/2010 - The Contracting Office released a Notice to Potential Offerers on December 22, 2010. The purpose of the Notice to Potential Offerers is to announce the Government is currently in receipt of a large volume of questions in response to the EAGLE II RFP. For questions submitted by the published deadline, responses are currently being developed. It is anticipated that an RFP amendment will be issued with the majority of responses on January 7, 2011, with another RFP amendment for the remaining responses to be issued on January 14, 2011. Amendments will also address clarifications to Section L of the RFP. As a result of the forthcoming amendment and responses, the Government will be extending the due for Proposals until February 16, 2011 for the unrestricted portion.
12/16/2010 - The Contracting Office released an Update on December 16, 2010. The purpose of the update is to announce a forthcoming Amendment containing Questions and Answers. Proposals for the Unrestricted track are due no later than 2:00 PM EST on January 11, 2011.

COMPETITION TYPE: EAGLE II will have specific categories for the five primary types of Small Business competition: 8(a), HubZone, Service-Disabled Veteran-Owned, traditional Small Business, and Small Businesses with Telecommunications expertise.
NUMBER OF AWARDS: The Contracting Office contimlates making between 8-12 awards for each socio-economic classification (40-60 total awards).
PRE-PROPOSAL CONFERENCE INFORMATION: The Eagle II – Small Business Pre-Solicitation Conference will be held March 29, 2010 at the Federal Deposit Insurance Corporation (FDIC), L. William Seidman Training Center in Arlington, Virginia. The main objective of the Pre-Solicitation Conference is to provide information regarding the contents of the DRAFT EAGLE II – Small Business Request for Proposal (RFP), which is scheduled for release prior to the conference. There is no registration fee associated with attending this event. Registration is open immediately, and will close once maximum capacity is met.
