SUMMARY:The Department of Health and Human Services', National Institute of Health (NIH), has a continuing requirement to provide on-going information technology (IT) integration and outsourcing support services through a combination of the Chief Information Officer Solutions and Partners (CIOSP) and Image World (IW) programs.
BACKGROUND:
The federal government is committed to changing its business processes to achieve a world class standard of excellence. This is being accomplished by adopting best business practices and the latest technology to create a more efficient, citizen-centered federal government.
The National Institutes of Health (NIH) has been designated as an executive agent for purposes of providing Information Technology (IT) to the government. Under this authority, NIH established three Government-Wide Acquisition Contracts (GWACs) to support the full range of IT needs across the federal government, with a particular emphasis on agencies like NIH and its parent, HHS, that are involved in health care and clinical and biological research.
The NIH Information Technology Acquisition and Assessment Center (NITAAC) took its first major step in developing a successor GWAC to its current Chief Information Officer - Solutions and Partners 2 Innovations (CIO-SP2i) and the Image World 2 New Dimensions (IW2nd) GWACs, which are both expiring in December 2010 by posting a Request for Information (RFI) in FedBizOps on April 30, 2008. The successor contract will continue to support government IT efforts with a focus on health and biomedical-related IT services in support of federal agencies' health missions.REQUIREMENTS:

FUNDING/CONTRACT VALUE:
At the IAC Executive Breakfast which was held on November 19, 2009, Robert Coen, Deputy Director for the NIH Information Technology Acquisition & Assessment Center (NITAAC), stated that both the Unrestricted and Small Business portions of the CIO-SP3 initiative will each have a $20 billion ceiling value.

07/22/2011 - The Program Office stated, that contrary to the information released in the Washington Technology article on July 19, 2011, the government is not narrowing down the field of contractors, but are doing what Government would do in the RFP, reaching out to 3rd parties to confirm adequacy of the accounting system. 05/03/2011 - At the NIH: Expanding Diversity in Small Business Partners Conference held on May 3, 2011, Mary Armstead, Program Director for NITAAC, gave a soft estimate as to when Awards for CIO-SP3 are anticipated to be made. Awards for CIO-SP3 Unrestricted are tentatively anticipated to be made around the end of FY2011. Awards for CIO-SP3 Small Business are tentatively anticipated to be made by the end of December 2011.
03/23/2011 - The Contracting Office stated a specific Award timeframe for the CIO-SP3 GWAC is now undetermined. All CIO-SP2i contracts remain set to expire on December 20, 2011.

02/16/2011 - The Contracting Office re-released the Justification and Approval Notice on February 16, 2011. The purpose of the Justification and Approval is to extend the Chief Information Officers – Solutions and Partners 2 Innovations (CIO-SP2i) contracts for a one year period in order to provide program continuity through award of the Chief Information Officers – Solutions and Partners 3 (CIO-SP3) contracts. The proposed period of performance of 12 months is the minimum acceptable period necessary to meet the mission requirements. A shorter period is not advisable since it is doubtful that all the awards resulting from CIO-SP3 will be in place before December 2011. Each contract carries a programmatic ceiling of $19.5 billion dollars; however, the ceiling has not been reached. All CIO-SP2i contracts are now set to expire on December 20, 2011.

01/07/2011 - The Contracting Office released Amendment #3 on December 22, 2010 for CIOPS3 57736 Small Business. The purpose of the Amendment is to clarify the instructions relative to completing the Past Performance Reference sheets via the online form available in Acqutrak, and to make changes to the previously published Solicitation. Proposals remain due no later than 5:00 PM EST on January 28, 2011. Proposals shall be submitted through Acqutrak. It is anticipated that 35 to 40 awards may be made for this effort and that the awards will be made on/about September 21, 2011. Proposals closed at 5:00 PM EST on November 18, 2010 for CIOSP3 Unrestricted 42093. INPUT anticipates CIOSP3 Unrestricted Awards to still be made on the previously stated date of June 11, 2011.
10/13/2010 - INPUT's Federal Labor Pricing team has updated the Government Site labor rates of Client Network Services Inc., CIOSP2i contract. Please disregard any CNSI Government Site rates included on CIOSP2i analysis or CIOSP3 analysis. The updated rates can be downloaded from the Contracts/Pricing Documents section of the Opportunity Report.
09/21/2010 - According to a Washington Technology article, the full and open competition CIO-SP 3 GWAC was recently released. The small business set-aside CIO-SP 3 Solicitation has not been released yet, although officials expect to release it this month.
09/20/2010 - The Contracting Office released the Solicitation for the CIO-SP3 Unrestricted Competition on September 17, 2010. Questions are due by 5:00 PM EST on October 5, 2010 through AcquTrak. Proposals are due by 5:00 PM EST on November 19, 2010 through AcquTrak. Offerors must be registered users in AcquTrak in order to submit proposals or questions. As such, no new registrations will be accepted in AcquTrak after 5:00pm, EST, November 18, 2010.
08/18/2010 - The Contracting Office released a Presolicitation Notice on August 17, 2010. According to this notice, the Solicitation for the Unrestricted portion of CIO-SP3 will be released on or about September 1, 2010. The Solicitation for the Small-Business Set-Aside will be released under a separate announcement on or about September 15, 2010.
07/29/2010 - INPUT has learned from NITAAC officials that they intend to release the Solicitation for the CIOSP3i Unrestricted Contract toward the end of August 2010. Proposals will be due in late October 2010 and Awards will be made in late June 2011. Please see attached Opportunity Report 42093 for additional information. In addition, NITAAC officials stated they intend to release the Solicitation for the CIOSP3i Small Business portion in mid-September 2010. Proposals will be due in late November 2010 and awards will be made in late June 2011. Please see attached Opportunity Report 57736 for more information.
07/26/2010 - The Contracting Office stated that because OMB has designated the NIH as Executive Agent for the CIOSP3i acquisition, NITAAC will be moving forward with the release of an RFP for the Unrestricted portion of the acquisition in the near future. INPUT anticipates the RFP for the Small Business portion of CIOSP3i will be released at the same time as the RFP for the Unrestricted portion, but the Contracting Office could not confirm this. NITAAC intends to make a public announcement to Industry soon concerning the status of the CIOSP3i acquisition. This announcement will be posted on the on the News and Announcements section of the NITAAC website. The Contracting Office stated that this announcement will provide additional information concerning the timeline for release of the RFP. Because no specific dates are currently available concerning the Acquisition Schedule, all timeline dates in this Oportunity Report should be considered estimates subject to change unless confirmed by the Contracting Office.
06/24/2010 - The Contracting Office stated that they are still waiting on the designation from OMB to release a Solicitation. The Contracting Office could not say at this time when the Solicitation might be released. INPUT will continue tracking this Opportunity and will provide any new information as soon as it becomes available from the Contracting Office.
05/25/2010 - According to an article posted by Federal News Radio on May 25, 2010, Dan Gordon, Administrator of the Office of Federal Procurement Policy (OFPP), is expected to make a decision by the end of this week concerning whether or not the NIH will be allowed to compete new contracts for CIO-SP3i. A copy of this article can be found in the Recent Articles section of this Opportunity Report. The Contracting Office confirmed that Ms. Wanda Russell is no longer with NITAAC. The Contracting Office stated that Ms. Mary Armstead is a new Director, Division of Information Technology Acquisition, NITAAC, Office of Logistics and Acquisition Operations. The Contracting Office could not provide an anticipated Solicitation release date at this time. INPUT will provide any additional information as soon as it becomes available from the Contracting Office.

04/09/2010 - According to Washington Technology, the National Institutes of Health is confident it can survive the scrutiny of the Office of Federal Procurement Policy as OFPP reviews the agency's governmentwide contracting authority. According to the artcile, NIH’s Information Technology Acquisition and Assessment Center (NITAAC) has submitted its materials to the Office of Federal Procurement Policy (OFPP). According to the article, If NITAAC gets the designation from OFPP, it can take the next step in getting bids for its CIO-SP3 and CIO-SP3 Small Business contracts.Online Resources

General Program Information
PROCUREMENT STRATEGY:Based on information received from the Contracting Office, one contract vehicle is anticipated to represent the recompete of both CIOSP2i and Image World 2. Previously, it was anticipated both requirements would be recompete separately. Once the procurement strategy is defined, both opportunities will be updated to reflect the confirmed acquisition strategy.
