The candidate should view this as an opportunity to facilitate security solutions that support a mission critical to national security interests.  The customer is a young organization with energetic leadership and evolving requirements for IT.  Opportunities to show leadership through technical accomplishment are many.  The ISSO’s work is one of the most critical to getting IT projects completed in the organization.  The work he or she does facilitates information sharing between the NCIX, its partners, and the general public.

Duties:

Function as assistant Information Systems Security Officer (ISSO) for office.
Write and coordinate System Security Plans
SSPs should be technically detailed and thorough
ONCIX wants to set a standard for ODNI.
Write system security test plans
Test new systems for compliance with SSP and provide documentation to ISSM.
Track current system status for customer Information Systems
Track current accreditation status
Proactively renew systems
Proactively make SSP changes in response to system requirements
Perform weekly audits of all ONCIX Information Systems
Ensure that all Information Systems are meeting the requirements of their associated System Security Plans, including accesses, auditing, backups, and disaster recovery planning: Are backups being done?  Have restores been tested?
Provide Security guidance and oversight to developers designing and building new systems.
Provide security training and oversight for system administrators.
Provide security guidance for users.
Monitor changes to Information System policies and coordinate changes to systems as appropriate.

Psition Requirements:

Bachelors Degree in Technology or equivalent years of experience.
Detailed understanding of ICD 503, CNSSI 1253 and/or DCID 6/3.
Experience dealing with PL-3 compartmented Information Systems.
Thorough knowledge of the elements of information security (confidentiality, integrity, and availability).
Technical knowledge of security mechanisms on Windows and UNIX platforms.
Experience writing system security plans.
Experience auditing systems for security compliance.
Experience working with a US Government Certification & Accreditation processes.
Strong organizational skills are necessary.
Good technical writing skills are necessary.
This candidate must have good interpersonal skills, and the ability to relate well with security professionals.
The candidate must have the ability to make technical presentations to audiences of all levels (security personnel, upper management, system users).

The following items are beneficial, but not required:

Experience working with either CIA IPC or DIA DICAST
Understanding of DoD 5200-28.
CISSP certification
Windows or UNIX system administration experience
