Where Cloud Computing Meets Constant Process Improvement

When thinking of “going down to the crossroads,” many are drawn to the classic folk tale of blues legend Robert Johnson. Johnson made a deal with the devil to ensure that he could be the most talented and influential blues songwriter and performer of all time. We like to think of the “crossroads” as a metaphor for the intersection of two things that will effectively create lasting change for the better.

In the BPM world, we are talking about the intersection of cloud computing and constant process improvement — both are now meeting at the crossroads and are helping government achieve efficiency goals in a more cost-effective manner.

What about privacy

The government is unlike any other organization in the country.  People cannot "opt out" of government information collection if they feel the privacy controls are inadequate.  The breadth and scale of information needs in unmatched in any other single organization.  While the promise of cloud computing is great, there are several potential drawbacks to be considered:
1) Does the service provider have an ironclad way to ensure the privacy of data collected, both from unauthorized internal users, as well as shared resource users?
2) Can the agency's needs be modified to meet an existing product's specifications?  Customization of a SaaS service defeats the benefits of Constant Process Improvement while significantly increasing the costs (reducing the benefit of shared development costs).
3) Can the application scale to the level required by the agency or group of agencies?  Will the throughput and application speed be sufficient when paired with the security requirements of an outsourced application?
4) Will the work be completed and maintained by U.S. Citizens (if required)?

Contractors bidding to provide SaaS services need to consider how each of the above items will impact on their ability to deliver within the bid amount.  While embracing new paradigms is good, don't always assume it's better.
