According to NASA’s 2009 Small Business Procurement Scorecard, overall small business utilization (across all categories was rated at a “C” grade (87.2 score).  The prime obligations reported to SDVOSB In 2008 were a mere 1.33% on a 3.00% goal and increased only slightly to 1.42% in 2009.  Unfortunately, the story does not get brighter when looking at sub-contracting achievement; SDVOSB utilization was reported a 1.98% in 2008 and decreased in 2009 to 1.71%.  Given these SDVOSB utilization rates, every prime SDVOSB contractual dollar helps!
