HCI provides extensive qualifications and numerous years of experience providing total life cycle logistics systems and “Operations and Maintenance” support, Information Technology services, and training/instructional services.

To assist our customers in fulfilling strategic requirements quickly, correctly and cost effectively, HCI is prime on numerous ID/IQ’s, including DHS PACTS, SeaPort-Enhanced, NGB J-7 BPA, GSA MOBIS, GSA LOGWORLD, and US Army FIRST.

DHS PACTS

Department of Homeland Security (DHS) Program Management, Administrative, Clerical and Technical Services (PACTS) is a Department-wide service contract for acquiring non-IT service solutions. This procurement effort is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with FAR 19.14.

PACTS provides a wide range of services for the Department through four comprehensive functional categories (FCs):

  • DHS PACTS Overview

    • Sea-Port Enhanced

      SeaPort-Enhanced (SeaPort – e) is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.


      NGB J-7

      National Guard Bureau (NGB) Joint Doctrine, Training, and Force Development (J-7) functions as a staff proponent for National Guard joint force development, operational planning, joint doctrine, education and professional development, training exercises, readiness, and assessment. It provides National Guard input to Combatant Command (COCOM) war plans, with emphasis on homeland defense/homeland security. And assists the Adjutants General and National Guard commands in the preparation of supporting plans, programs, activities, exercises, and training.


      GSA - MOBIS

      The U.S. General Services Administration (GSA) Schedule 874 - Mission Oriented Business Integrated Services (MOBIS) program offers a full range of management and consulting services that can improve a federal agency's performance and their endeavor in meeting mission goals.

      MOBIS contractors possess the necessary expertise to facilitate how the federal government responds to a continuous stream of new mandates and evolutionary influence such as the President's Management Agenda; Government Performance and Results Act; Federal Acquisition Streamlining Act; OMB Circular A-76; Federal Activities Inventory Reform Act; government reinvention initiatives such as benchmarking and streamlining.


      GSA LOGWORLD

      The U.S. General Services Administration (GSA) Schedule 874 V - Logistics Worldwide (LOGWORLD) Multiple Award Schedule 874 V, assists federal agencies in procuring comprehensive logistics solutions. Services include all phases of planning, acquisition and management of logistics systems, providing expert advice, assistance, guidance, management, or operational support services that permit the deployment of supplies, equipment, materials and associated personnel. Training is provided in system operations, automated tools for supply and value chain management, property and inventory management, distribution and transportation management, and maintenance of equipment and facilities supporting these activities. Turnkey or total solutions are available in support of a logistics functions and minor repair and alteration services, ancillary to existing SINs under this Schedule, are also provided.


      US Army FIRST

      The US Army Field and Installation Readiness Support Team (FIRST) contract is an Enterprise Solution to provide innovative and responsive logistics support to meet the evolving mission needs of the war fighter. The Scope of Work provides Task Areas that define functional and programmatic services that may be required by Headquarters Army Material Command (AMC); Headquarters, Forces Command (HQ FORSCOM); Headquarters Installation Management Command (IMCOM) (Logistics); Headquarters, U.S. Army Reserve Command (HQ USARC); Headquarters, Third Army U.S. Army Central Command (ARCENT), Headquarters, U.S. First Army, and all other Army or Department of Defense (DOD) Agencies, authorized to place orders against FIRST contracts. Services may be required in Continental United States (CONUS) or outside the Continental United States (OCONUS) locations. FIRST was solicited and awarded as a result of two separate solicitations: one that was a Total set-aside for small business and the other as a full and open competition..
