Funding a Government Contract

I bid and won a government contract for some computer equipment under $25k.  The supplier will not give me "net terms”.  I have been trying to get money for this, but keep getting turned-down, even with a signed government contract in hand, I cannot get a loan from the business side, I need to make $250K in sales to get $25K.  On the personal side my already extended credit is too high.

My question is how do I fund this???  or    how do I get out without hurting myself/my company.  I got it, did not see it coming, under $10K I am good

 First, where did you get the pricing to bid on this contract? Whomever gave you pricing should be the one's you are seeking term with. You don't need a loan, you need to speak with the distributor/supplier. If they don't want to provide terms, even though they provided pricing, look for an escrow or similar type account with your bank. It may mean you don't make much, if any,  money on the deal, but you will at least be able to squelch the fear of the supplier and be able to deliver on your promise to the Government for this equipment. Another thought, is your supplier the ONLY source of the equipment? I'd also try other distributors, resellers, etc...

Thank you for your comments.  I got my pricing from GovConnection.  I have used their pricing to win contracts with the FBI, and the City of Indianapolis, Churches, Schools, and other non-profit.  I did not make much money on these orders/bids, but I performed.  I mostly did it to get “in the door”.  All these orders where under $10K.  I was able to order and invoice, and get paid with-in 30-45 days using my personal credit card.  This one (Indiana NG), I bid it and won at just under $25K.   I did not think about funding it.  I thought government contracts where “GOLD”.  Being small, Disabled VOSB, I thought I was “GOLD”.  A lot of “lip service” about a gratefully nation, but that’s it.  I went back to GovConnect tried to order….NO GO.  I filled out the application, sent the contract and was “slapped-down”.  I then went to CDW-G, same thing.  I went to my PNC Bank the same.  Everyone wants sales of $250K to maybe qualify for $25K.  If I did that, I would not need them??    I tried the personal side with “sorry you have enough credit extended for you income level”.    NOW…..how do I get out of this, I screwed it up.  I did not do the home-work, my fault for sure.  I would like to learn from this, and still stay in the game with the Feds. How do I back-out without being “killed”???

How to back out of a government contract

I would suggest setting up an escrow account as well.  I know other government resellers have done this in the past when working with small government contractors such as yourself.  You would simply set up an escrow account and purchase the product (hardware) directly from the reseller under standard commercial terms with the relevant FAR flow downs (most resellers have their standard reseller agreement for transactions such as this with the basic flowdowns which should be sufficient to satisfy the terms of your prime contract) and have the product drop shipped directly to the government customer.  Once the government customer "accepts" the product (make sure final acceptance [and testing] is defined in any reseller agreement or Purchase Order Ts and Cs), payment is then made directly into the escrow account.  Since the reseller is paid first, there is very little risk to the reseller as long as what the government is funded and obligated to pay for the product, per its contract with you, is sufficient to cover the reseller's prices for the products and as long as the government "accepts" the  products.  Whatever amount remains in the escrow account after payment is rendered to the reseller, less any fees for setting up the escrow account, is your net payment.
