Serco/U.S. Army Human Resources Command Personnel Community Automation Support Services - ARS was instrumental in the requirements determination, design, development, initial operational testing, fielding, training, and sustainment of the Department of the Army’s DEERS/RAPIDS Common Access Card/Public Key Infrastructure (CAC/PKI) Implementation Plan. Since the inception of the DoD CAC/PKI and Biometrics Program, ARS’ subject matter experts (SME) have actively supported the Army in the development and shaping of implementation plans and policy in support of the CAC/PKI and Biometrics programs throughout all components of the Army. From both an operational and functional perspective, ARS SMEs demonstrated a clear understanding of the complexities and dynamics involved in the management of these multi-faceted DoD-wide Smart Card (SC)/Common Access Card (CAC) programs. ARS has been fully engaged in all areas of the CAC/PKI programs beginning with initial planning and implementation of CAC Beta Testing through ongoing CAC/PKI implementation and program sustainment. In particular, ARS has demonstrated proven expertise in developing and coordinating integrated implementation plans, procedures, and policies for the issuance of the CAC to approximately 1.4 million eligible recipients throughout all components of the Army in CONUS and overseas. ARS also provided functional and technical expertise and support to a number of Joint Services functional committees, working groups, and panels to include the Joint Uniform Services Personnel Advisory Committee, Identity Protection and Management Senior Coordinating Group, Strategy and Guidance Workshop, and Configuration Control Working Group
SAIC/U.S. Army Human Resources Command Personnel Community Automation Support Services – ARS provided senior information technology analysts and systems architecture and development services for the U.S. Army Human Resources Command’s Defense Integrated Military Human Resources System, Personnel Casualty Reporting System, and Integrated Total Army Personnel Database. ARS was predominantly responsible for the design, development, testing, systems integration, refinements, configuration management, and sustainment of these critical personnel management and accountability systems that are implemented on a worldwide basis, wherever Army personnel are stationed or deployed. ARS personnel effectively took a number of legacy personnel systems that did not communicate with each other, designed a web-based architecture that incorporated the best of commercial and business practices that provided the essential attributes of web security, total-user integration, robust capability, simplicity for both operators and maintenance personnel, cost effectiveness and efficiency, maximum of in-house ownership by Army HR Command, and easy accessibility. The development tasks continue to progress toward the Army’s goal of integration and synchronization of all systems affecting personnel management.
FPMI Solutions, Incorporated/Transportation Security Administration Recruiting and Staffing - ARS provides Network Management/Engineering, Senior Human Resources Specialist, HR Apprentice I & II-level support services. Network engineering services provided are from “the backroom to the desktop”, and include server configuration and maintenance, upgrades, software installation, troubleshooting, and recommended LAN enhancements and implementation. ARS’ network manager is the sole provider of network support to approximately 130 users at three separate locations in Alexandria, VA. Escalation support is and must be kept to a minimum, given that the source of this support is located in Huntsville, AL. The outstanding and extensive competency of ARS’ network manager facilitates his being able to provide the full-service/suite of engineering support to all users responsively and responsibly. FPMI managers continually commend the exception delivery of services.
United States Department of Veterans Affairs/HRMO Development Coursework – ARS is developing a managerial level coursework designed to provide Human Resources Management Officers (HRMO) Department-wide the knowledge, skills, and abilities needed to enable HRMOs to navigate a complex, rapid paced environment while serving as a valuable advisor to management in meeting the Agency’s mission and strategic goals. ARS is assessing and developing a targeted curriculum that includes technical skills in the areas of oversight, effectiveness, and employee relations. The curriculum applies a blended learning solutions methodology and utilization of Addie (Analyze, Design, Develop, Implement, and evaluate) Instructional Systems Design (ISD) approach model that is consistent with procedures advocated by the American Society for Training and Development, International Society for Performance Improvement, and the International Board of Standards in Training, Performance, and Instruction. The blended learning solution also includes classroom learning materials, electronic-based resource tools compliant with Section 508 of the Rehabilitation Act, and paperless products. Lastly, ARS is designing a pre-test/pre-assessment to influence effective course sequencing.
United States Department of Agriculture - ARS provides Senior Human Resources Specialist and Senior Employee Relations services on a staff augmentation basis.
AT&T/Defense Information Systems Agency/Hawaii Information Transfer System/Joint Hawaii Information Transfer System - ARS provides Program and Project Management Support Services, Quality Assurance and Safety Advisory Services, Senior Engineering and Training, Logistics, Technical Writing, and Administrative Support Services in support of the Hawaii Information Transfer System (HITS) contract. HITS provides inter and intra base switched services, dedicated transmission services, network management, and administrative operation and maintenance of a leased switch network in support of the Department of Defense and certain other authorized users within the state of Hawaii. HITS is in the state of transition to JHITS (Joint Hawaii Information Transfer System, the scope of which includes base telecommunications services, switch telecommunications services, Pier-side telecommunications services, dedicated transmission services, and network communications services. ARS has been a valued member of the HITS Team since its inception in 1997 and will continue to provide quality services under the JHITS contract through the year 2014.
SAIC/Defense Threat Reduction Agency Advisory and Assistance Services - ARS provides professional systems engineering, civil engineering, expert acquisition, and technical advisory and assistance support services to the Cooperative Threat Reduction (CTR) Program at its dedicated facilities located at Ft Belvoir and in the City of Alexandria VA, and has done so for the past 19 years. In the area of DoD Acquisition Process support for Programs and Projects, was principally responsible for the development, award, and implementation of a major acquisition package for missile elimination work at three sites in the Ukraine. ARS was commended by DTRA and TRSC participants in the contracting process that this acquisition effort should be the model for the award of all CTRIC task orders. The project was completed on schedule and within cost, without any modification to the base line or the contract. ARS also provided backup support to the development of a project to eliminate additional nuclear weapons storage area sites in the Ukraine.
AT&T/Defense Information Systems Agency - ARS supported AT&T in conducting a Feasibility Analysis for Network Cost Savings for the U.S. Army Information Technology Agency (ITA). ARS conducted an inventory of circuits and performed network traffic analysis, using the Multi-Router Traffic Grapher (MRTG) tool. The overall goal of this effort was to assist ITA in achieving cost savings by retiring underutilized/non-utilized circuits and identifying other cost saving opportunities. The AT&T/ARS approach included: examination of usage reports for switched lines to verify activity; review of available documentation and network maps; confirmation of service addresses, validating that the locations belonged to and were occupied by the client; and, conducting physical inventories in the Skyline complex and other DISA locations. It should also be noted that ARS replaced a major subcontractor that was experiencing difficulty in identifying and gaining access to the appropriate players in the data collection process, performing effectively and at less cost to AT&T.
United Stares Federal Reserve Bank- As a prime contractor in April 2003, ARS completed the conversion of Federal Reserve Bank of Philadelphia’s IBM Token Ring local area network to a fully managed, implemented, documented and tested replacement Ethernet network, inter-connected to FRB-P’s existing network. This conversion was initiated due to FRB-P end-of-life concerns with their existing network and desire to implement architecture consistent with emerging Federal Reserve System standards. ARS designed the new network infrastructure, management the project from conception to hand-off, performed the procurement of all products (hardware/software), implemented the fully-integrated new system, provided detailed network documentation, delivered new system training and education, and provided follow-on consultation services. This complex conversion was completed on-time and within budget.
SAIC/Defense Information Systems Agency - ARS provides Senior Analyst, Senior Systems Analyst, and Senior Technical Writer and Document Development services in support of strategic planning, process improvement, and Joint Force Projection tasks. ARS’ personnel supported two OSD-sponsored Advanced Concepts Technology Demonstrations, Advanced Network Intrusion Detection (ANID) and Coalition Information Assurance Common Operational Picture (C-IA COP) systems. The progressive objective of these information technologies is to manage the information sharing process between coalition partners, regarding information assurance and situational awareness of critical IT infrastructure readiness, as peacetime conditions escalate into cyber war crisis conditions with the added objective to demonstrate situational awareness across Coalition, Joint, and Combined C2 operational systems. ARS assisted in providing the incident management team with capabilities to correlate, fuse, characterize, and respond to computer network incidents and minimize the impact of cyber attacks on national security operations. ARS senior consultant also worked collaboratively with SAIC software engineers, Government-sponsored personnel, and other team members to collect information in order to develop and disseminate training packages and deliver demonstrations to user-level and senior military and executive-level civilians. ARS personnel’s subject matter expertise in understanding the systems from development, testing, verification and validation, installation, operational functionality, implementation/deployment, and user support facilitated effective knowledge transfer to the targeted audiences.
Collier & Associates and the National Science Foundation (NSF) Strategic Planning, Broadening Participation, Internal Studies Support Services - ARS provides Subject Matter Expertise and Quality Assurance services in assisting the Foundation’s Committee on Equal Opportunity in Science and Engineering (CEOSE) in collecting, consolidating, collating, developing, and packaging its Congressional-mandated report that advises NSF on policies and programs to ensure full accessibility and participation by women, minorities, and persons with disabilities in science, technology, engineering, and mathematics (STEM). This Biennial Report, which is briefed to Congress, outlines past and present NSF policies and programs for broadening participation in STEM; provides a trend analysis of NSF activities to increase diversity in STEM; provides a historical review of CEOSE findings and recommendations since the previous report was delivered. The data collection, analyses, and presentation must be delivered with zero defects and 100% accuracy. ARS has assisted in the development of two reports, the initial one, covering the period 1994-2003 (Decennial Report) established a baseline for future reports and required the collection of data from numerous sources, locations, and media. The comprehensive nature and quality of the baseline and subsequent report was recognized by CEOSE Committee members, NSF principals and members of Congress.

Defense Logistics Agency/Joint Total Asset Visibility - ARS has had two significant relationships with DLA as a subcontractor to Computer Sciences Corporation. Our most significant and long running effort has been with the Joint Total Asset Visibility (TAV) project. In this endeavor ARS has provided the primary Functional Logistics expertise to develop system specifications based on logistics customer needs. In this capacity ARS has had front line interaction with several DLA J3 PLFAs, DAASC, DLIS, and J6 head quarters elements to insure requirements have been accurately captured and are manifest in the JTAV Capability. ARS’s primary interface has been with the JTAV Office. In this capacity we have developed and fielded a Department of Defense (DoD) Total Asset Visibility (TAV) capability to support operational users throughout all of DoD. ARS has developed and fielded the JTAV capability to the US European Command (USEUCOM); US Central Command (USCENTCOM); US Joint Forces Command (USJFCOM); and the US Pacific Command (USPACOM) to include US Forces Korea (USFK). The deployed JTAV capability is WEB-based with linkages to existing Service and Agency automated information systems to provide DoD organizations with pipeline visibility of assets such as general supplies, repair parts, unit equipment, fuel, and ammunition. JTAV Users are able to see Materiel across the entire logistics continuum to include materiel:
1. In the hands of assigned units
2. In transit to / retrograding from assigned units
3. On order by assigned units
4. In pre-positioned war reserve stocks
5. In theater level stocks
6. In national level stocks
7. In procurement (including material on contract)
JTAV is a mandatory building block of the evolving Defense Logistics Agency (DLA), Integrated Data Environment (IDE) and its development has been in concert with the Global Combat Support System/Defense Information Infrastructure (GCSS/DII), Common Operating Environment (COE) development. JTAV provides logistics data that is essential to the success of the GCSS Common Operating Picture – Combat Support Enabled (COP-CSE).
U.S. Army TACOM Total Package Fielding (TPF) and Sample Data Collection (SDC) – ARS provided Army project managers with telecommunications, automation capabilities, and administrative and logistics support necessary to field the Family of Medium Tactical Trucks and light track vehicle systems to Army units worldwide under the Total Package Fielding concept. ARS developed and used an automated TPF system to manage large amounts of TPF data, to perform routine, repetitive, and laborious TPF tasks, to machine-generate documents, assessments, reports and management documents, and to move data to/from hand-off sites worldwide through established communication links. ARS also collected, recorded, and analyzed performance data on the newly fielded equipment and provided this data in a usable format to project managers and commanders. Equipment was fielded in CONUS and Overseas to Army and selected USMC units. ARS performed the full spectrum of TPF and SDC tasks and activities to include, but not limited to:
1) Develop, update, and maintain materiel requirements list for each fielded unit
2) Initiate requisitions for all required equipment.
3) Monitor supply status and provide assessments to managers
4) Direct and monitor movement of vehicles and material through the transportation system.
5) Receive materials at staging sites, perform inventory, and transfer formal accountability.
6) Maintain historical files to include a database that was used to track serial-numbered vehicles
a. And other major items of support equipment.
